Training of Trainers on Energy Efficiency in Small and Medium-Sized Enterprises

On 26 November 2025 in Ha Noi, the Agency for Innovation, Green Transition, and Industry Promotion (Ministry of Industry and Trade) organised a Training of Trainers (ToT) programme on energy efficiency for small and medium-sized enterprises.

This activity is implemented under the project “Accelerating energy efficiency in large industries through energy management systems, system optimisation and the promotion and adoption of energy efficiency in small and medium-sized enterprises (IEEP),” funded by the European Union as part of the EU-Vietnam Sustainable Energy Transition Programme (SETP), with the Ministry of Industry and Trade as the implementing authority and the United Nations Industrial Development Organization (UNIDO) as the executing agency.

Ms. Nguyễn Thị Lâm Giang – Director General, Agency for Innovation, Green Transition, and Industry Promotion, Ministry of Industry and Trade

Delivering the opening remarks, Ms. Nguyễn Thị Lâm Giang, Director General of the Agency for Innovation, Green Transition, and Industry Promotion (Ministry of Industry and Trade), stated: “Viet Nam’s small and medium-sized enterprises (SMEs) have distinct characteristics. Most are small or micro enterprises, originating from traditional craft villages or newly established start-ups. They prioritise technology adoption but face constraints in financial resources. Recognising these characteristics, the Ministry of Industry and Trade has worked closely with UNIDO to develop a ToT programme on energy efficiency tailored to SMEs, with the objective of updating relevant international standards while ensuring their suitability for the Vietnamese SME context. At the same time, the programme equips national experts with essential training skills, enabling them to participate in future energy-efficiency training activities for SMEs. We believe this programme will generate practical results and help disseminate effective energy-efficiency solutions across the SME community.”

Participants contributing ideas during the workshop

The three-day training programme (26–28 November) gathered 34 participants representing energy consultancy companies, universities, and industry promotion and energy-efficiency centres from Ha Noi, Ho Chi Minh City, Da Nang, Bac Ninh, and Hue. These trainees were selected from previous IEEP training courses on energy management systems and system optimization. They were chosen for their strong performance and will be further trained to develop practical teaching and training skills, enabling them to guide SMEs in implementing energy-efficiency solutions.

The programme was designed and delivered by two senior UNIDO experts: Mr. Richard Morrison (Principal Energy Advisor, Director of Optien Ltd.) and Mr. Colin Donohue (MSc in Sustainable Development, Senior Energy & Carbon Consultant at Optien Ltd.). Upon completion, participants are expected to (i) understand the roles and responsibilities of trainers and how to effectively deliver content to SMEs; (ii) master foundational knowledge on energy efficiency and learn to apply assessment tools, analyse energy consumption data, and design and present action plans suited to SME characteristics; (iii) apply training, presentation, communication, and on-site working skills in SME settings; and (iv) develop case studies and hands-on activities to enhance practical relevance and local applicability.
