Ministry of Industry and Trade holds coordination meeting with international partners on JETP

The Ministry of Industry and Trade has just held a coordination meeting with international partners on JETP to review implementation progress and promote cooperation in mobilizing resources for a just energy transition in Viet Nam.

On the morning of August 25, at the headquarters of the Ministry of Industry and Trade (MOIT), the Agency for Innovation, Green Transition, and Industry Promotion—the designated focal point for the Standing Agency of the Secretariat for the implementation of the Political Declaration on establishing the Just Energy Transition Partnership (JETP)—held a coordination meeting with the International Partners Group (IPG), the Glasgow Financial Alliance for Net Zero (GFANZ), and other stakeholders to review the implementation progress of the list of proposed JETP projects.

Attending the meeting were representatives from the Agency for Innovation, Green Transition and Industry Promotion (IGIP), the Electricity Authority of Viet Nam, the United Kingdom, the European Union (co-chairs of IPG), GFANZ, the United Nations Development Programme in Viet Nam (UNDP), Viet Nam Electricity (EVN), Viet Nam National Industry – Energy Group (PVN), and other relevant units.


The meeting was attended by leaders of IGIP, the Electricity Authority of Viet Nam, IPG, GFANZ, EVN, PVN, and other relevant units.

In his opening remarks, Mr. Quach Quang Dong, Deputy Director General of the Agency for Innovation, Green Transition, and Industry Promotion (Ministry of Industry and Trade), stated that the meeting aimed to review and assess the activities and results of JETP implementation, update the status of mobilizing capital for projects identified as JETP-aligned, discuss difficulties and obstacles that need to be addressed by Viet Nam, and continue to consider and exchange ideas on new project proposals. On this basis, the parties would discuss ways to promote JETP implementation, especially the launch of projects within the JETP framework.

“Currently, the Agency for Innovation, Green Transition, and Industry Promotion is also acting as the focal point and leading the drafting of a report for the Ministry’s leadership to attend the upcoming COP26 Steering Committee Meeting, which includes important content of JETP implementation status. Therefore, the results of this meeting will also be integrated into the report for the Ministry’s leadership to use at the upcoming COP26 Steering Committee Meeting,” Mr. Quach Quang Dong emphasized.

Summarizing the activities and results of JETP implementation, Mr. Hoang Van Tam, Head of the General Affairs and International Cooperation Division, Agency for Innovation, Green Transition, and Industry Promotion, updated on several related matters at the Ministry of Industry and Trade. These included the consolidation of the JETP Secretariat, assessment of project implementation progress (including seven projects reported at the October 2024 session), and the compilation of the status of receiving and processing project proposals from both Viet Nam and international partners.

At the meeting, the IPG representative updated on the capital mobilization for 24 proposed projects identified as JETP-aligned, as well as the difficulties and obstacles that need to be addressed by Viet Nam. IPG also provided initial feedback on the 20 project proposals sent by the Ministry of Industry and Trade on July 28, 2025 (1387/IGIP-MOIT).

On behalf of the Ministry of Industry and Trade, Mr. Tang The Hung, Deputy Director General of the Electricity Authority of Viet Nam, also gave feedback on 11 project proposals forwarded by IPG on August 14, 2025, along with comments on the progress and implementation process of the JETP-aligned proposed projects.

Also at the meeting, delegates emphasized the necessity of conducting a biennial review and assessment of JETP implementation, as agreed in the JETP Declaration. The review and assessment should be completed before the end of the year to reflect each party’s commitment efforts and identify issues that need to be addressed. Delegates also agreed that projects utilizing JETP resources should be linked to the objectives of the JETP Declaration, such as reducing emissions from the power sector to 170 mtCO2eq, compared to the projected 240 mtCO2eq by 2030.

In his concluding remarks, Mr. Quach Quang Dong, Deputy Director General of the Agency for Innovation, Green Transition, and Industry Promotion (Ministry of Industry and Trade), requested that the IPG provide an official document with information on the progress and related difficulties for projects in the IPG7 group. For the 17 new project proposals recognized as JETP-aligned, IPG and GFANZ need to clarify the international partners’ contact points for specific projects so that the Standing Agency of the Secretariat can update and urge the parties to implement them.
