EU Supports Viet Nam in Developing Human Resources to Meet the Requirements of Green and Digital Transitions

The European Union (EU) and the Government of Viet Nam have recently signed a Financing Agreement for the Viet Nam – EU Vocational Education and Training Programme’ (VETVET), with a total budget of more than EUR 50 million, aimed at improving the quality of vocational training, developing a highly skilled workforce, and meeting the requirements of green transition and digital transformation in Viet Nam.

Recently in Ha Noi, Minister of Education and Training Nguyen Kim Son and Mr. Rafael De Bustamante, representative of the Delegation of the European Union to Viet Nam, signed the Financial Agreement for the project “Viet Nam – EU Vocational Education and Training Programme’ (VETVET).

The signing of the Agreement marks an important milestone, contributing to the concretisation of the commitments on education and training cooperation between Viet Nam and the EU, promoting the improvement of vocational education and training quality, and supporting human resource development in the context of international integration.

Speaking at the ceremony, Minister Nguyen Kim Son highly appreciated the close and expeditious coordination between units under the Ministry of Education and Training and the EU side throughout the negotiation process, as well as the completion of procedures to ensure the Agreement was signed on schedule.

According to the Minister, the VETVET Financial Agreement constitutes an important first step toward the forthcoming phase of substantive implementation. Immediately after the signing, the Ministry of Education and Training and EU partners will focus on key tasks such as establishing the Project Steering Committee, developing an overall implementation plan for the Agreement, setting up a technical coordination working group, and conducting surveys and selecting suitable vocational education and training institutions to participate in the project.

Minister Nguyen Kim Son expressed his expectation that over the five-year implementation period, the project will deliver tangible results, contributing to the enhancement of vocational education and training quality, strengthening the capacity of Viet Nam’s vocational education and training institutions, and meeting human resource development needs in the context of international integration.

The project “Viet Nam – EU Vocational Education and Training Programme’ (VETVET) was approved under Decision No. 3114/QD-BGDDT dated 11 November 2025, with total grant funding of more than EUR 50 million and an implementation period of five years from the date of signing the Financial Agreement. The project is one of the key areas of cooperation between Viet Nam and the EU in vocational education and training, contributing to the concretisation of education and training cooperation commitments within the framework of the Viet Nam–EU partnership.

Speaking at the ceremony, Mr. Rafael De Bustamante, Chargé d’Affaires a.i. of the Delegation of the European Union to Viet Nam, emphasised that the signing ceremony is an important milestone, marking the achievements resulting from the joint efforts of both sides in equipping the workforce with the necessary skills to serve Viet Nam’s sustainable development goals. The project integrates green technologies, renewable energy, innovation in the digital era, and sustainable industrial practices into education and training programmes. Through these efforts, the project contributes to advancing Viet Nam’s sustainable development agenda and aligns with the objectives of Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation, and national digital transformation.

Mr. Rafael De Bustamante expressed his hope that the two sides will continue to coordinate closely during the upcoming implementation phase, thereby further strengthening Viet Nam–EU cooperation.
