Viet Nam and EU Promote Sustainable Energy Transition

The EU-Viet Nam Sustainable Energy Transition Facility (EVSET Facility) is a technical assistance project implemented under the EU–Viet Nam Sustainable Energy Transition Programme (SETP), funded by the European Union.

On January 27, the EVSET Facility organized an information session to launch the third call for technical assistance. The event was attended by representatives from the Delegation of the European Union to Viet Nam, the Ministry of Industry and Trade, and relevant organisations.

The information session aimed to provide detailed guidance on the scope of support, implementation arrangements, proposal templates, and evaluation criteria and to address questions from agencies and organisations interested in the call. This was an important activity to help potential applicants clearly understand the procedures and eligibility requirements, thereby enabling them to prepare high-quality proposals that respond to practical needs and align with Viet Nam’s energy transition priorities.

In his opening remarks, Mr. Tran Manh Ha, representative of the Electricity Authority of Viet Nam under the Ministry of Industry and Trade, stated that the EVSET Facility is a technical assistance project within the framework of the EU–Viet Nam Sustainable Energy Transition Programme (SETP), funded by the European Union. The project’s activities contribute to the implementation of SETP’s main objectives, including improving energy efficiency, increasing the share of renewable energy, and enhancing the operation of the Viet Nam Energy Information System (VEIS).

According to Mr. Tran Manh Ha, as the government’s partner agency in implementing SETP, the Ministry of Industry and Trade highly values the timely and practical support provided by the EU through technical assistance activities. These efforts help advance Viet Nam’s sustainable energy transition in line with the country’s energy development goals and orientations. Energy transition is a long-term and wide-ranging process that requires close coordination among ministries, sectors, local authorities, and various economic actors. Therefore, the third call for technical assistance targeting entities beyond the Ministry of Industry and Trade, with a diverse range of topics, is of particular significance.

Through the information session, the Electricity Authority of Viet Nam encouraged eligible agencies and organisations to proactively study the call’s content in detail and develop targeted proposals that closely reflect practical needs and are aligned with Viet Nam’s energy transition priorities and roadmap.

Echoing these remarks, Ms. Kristina Buende, Head of Cooperation of the EU Delegation to Viet Nam, emphasised that in recent years, the EU and Viet Nam have strengthened their cooperation in the field of sustainable development, with energy transition as one of the key pillars delivering tangible results. This cooperation contributes to enhancing economic competitiveness, strengthening energy security, and improving climate change resilience.

She noted that the EVSET Facility plays an important role in translating policy priorities into concrete actions through demand-driven technical assistance, with a focus on institutional development, policy improvement, data systems, and capacity building. These activities are also closely linked to Viet Nam’s growing role within the framework of the Just Energy Transition Partnership (JETP), helping to ensure that the energy transition is ambitious, feasible, and equitable.

Providing further information on the programme, Mr. Nguyen Quoc Khanh, an EVSET Facility expert, stated that SETP has a total grant budget of EUR 142 million for the period 2022–2027, including EUR 121 million for budget support and EUR 21 million for technical assistance. EVSET is one of four complementary support projects under the programme, focusing on five components: technical assistance for the Ministry of Industry and Trade and non-MOIT entities through calls for technical assistance; support for the Viet Nam Energy Partnership Group; support for the verification of disbursement indicators; and communication and visibility activities.

According to the CfTA3 guidelines, the call is open to entities beyond the Ministry of Industry and Trade, excluding the private sector, and covers three main thematic areas: energy efficiency, renewable energy, and the Viet Nam Energy Information System. Support will be provided in the form of expert working days (up to a maximum of 125 days) and costs related to technical assistance activities, with a ceiling of EUR 30,000 per proposal. The selection process consists of two stages, with the deadline for submission of concept notes set for March 3, 2026.

Previously, on January 6, 2026, the EVSET Facility officially launched the third call for technical assistance, aiming to further promote Viet Nam’s sustainable energy transition and contribute to the achievement of sustainable development goals and emission reduction commitments in the coming period.
